I'm only hoping that someone is reading this post prior to signing up with Empire Apt - please do not fall for their promise of cheap and wonderful NY living! Not only no services were rendered in my case, but Empire has refused (or rather conveniently avoided) refunding me the fee upon account candellation, which they were contractually obligated to do. Many months and attempts later, including an attempt to go through Better Business Bureau, I was extremely happy to learn that the issue has been resolved by filing a dispute through my credit card. Thank you, Visa! Hope this review helps someone to avoid a scam.
