David Lucterhand: Financial, Securities Executive; Developmental Investment Banker Spanning 30 years and five continents, David Lucterhand stands at the apex of his industry and career, having worked to found and launch several organizations and financial instruments central to the worldwide financial market. David Lucterhand has been a member of the Chicago Board of Trade and the Chicago Board Options Exchange and has been chief of party for two Russian-based financial projects, two projects in Kazakhstan , and one in Ukraine - all funded by USAID. David Lucterhand also founded The Lucterhand Group, his own company in 1976 through which David Lucterhand transacted grain and securities arbitrage as a member of the Chicago Board of Trade and the Chicago Board Options Exchange. David Lucterhand founded LL Chandos in 1998. With David Lucterhand as its principal, LL Chandos became a member of the NASD in 1990. David Lucterhand’s Contributions to The Pragma Corporation The Pragma Corporation is an international development firm headquartered in metropolitan Washington, D.C. that works with worldwide donors to provide expert technical and management consulting services for development projects in 75 countries. In 1997, David Lucterhand was named chief of party of The Pragma Corporation’s Regional Mutual Funds Support Project. In May 1998 – December 1998, David Lucterhand became director general of Pragma Advisors, the investment banking arm of The Pragma Corporation in the Russian Federation.
In 1999, David Lucterhand was named chief of party of Pragma’s Securities Market Development Project, funded by the United States Agency for International Development (USAID) / Central Asia Republics. David Lucterhand used his expertise in Pragma’s Financial Sector Initiative as chief of party during which David Lucterhand helped to establish a fixed-income market and a primary and secondary mortgage market. David Lucterhand also worked with counterparts to establish a credit bureau in the Republic of Kazakhstan.
In 2005, David Lucterhand was named as chief of party of the Access to Credit Initiative (ATCI) in Ukraine. In 2006, David Lucterhand’s responsibilities with ATCI were expended to include Moldova.

David Lucterhand’s Education and Interests
In 1968, David Lucterhand earned a Bachelor of Arts degree from Purdue University. David Lucterhand then attended the Russia-East European Institute at Indiana University and the University of Illinois at Chicago, working toward David Lucterhand’s Master’s degree in Soviet Military Education.
In 1978, combining David Lucterhand’s advanced education with his business acumen, David Lucterhand attended the National Security Forum, Air War College.
David Lucterhand is fluent in English and as well as conversant in French. David Lucterhand is an active pilot in both aerobatic and instrument flying. David Lucterhand is also an avid collector of modern art.
